TRAFFIC ENFORCEMENT AND CONTROLSagem Défense Sécurité (Sagem DS) has produced safety-related equipment for the transport and other industries for over 40 years. As an expert on automatic radars, Sagem DS was selected by the French government for the largest project of automatic solutions in the world. Through our transport department we develop, manufacture and market a complete range of control solutions dedicated to enforcement of traffic laws. In December 2003, the French government chose us to supply systems for its automatic control program. By December 2005, 1,000 radars – 700 fixed and 300 mobile – were installed. In July 2006, Sagem DS was awarded a contract for an additional set of 500 new generation radars. Based on innovative digital imaging technology, they have enabled the automation of the entire processing chain – from violation detection to sending the fine – while delivering very reliable measurements. Installed in zones identified as accident-prone, these radar systems detect and measure the violation, trigger two photos of the vehicle, encrypt the image and instantly send it to the processing centre. Since installation, several million photos have been taken. TRAFFIC ENFORCEMENT SOLUTIONS AND SYSTEMSFrom manual to fully-automated digital systems, Sagem develops a complete range of solutions and systems for the enforcement of traffic rules: speeding, running red lights and license plate recognition. Their modularity allows them to adapt to different types of uses. As system integrator, Sagem provides turnkey solutions according to specific budgets and organisations involved in road safety. Known for their easy operation and maintenance, Sagem speed enforcement solutions can be deployed in fixed or portable configurations. Speed control radars and speeding measurers can also be connected to computerised violation-processing stations. These systems may operate manually or automatically, via secure telecommunications networks. To date, some 32 countries have chosen road safety systems provided by Sagem. MESTA 1000 – MOBILE SPEED-CONTROL RADARAs a mobile speed-control radar, MESTA 1000 is very light and easy to use. It draws on the experience gained with the previous generation of radars. Two versions are offered: a tripod-mounted basic version (MESTA 1000), and a vehicle-mounted version using an optional kit (MESTA 1200). Both versions are compatible with violations centres. MESTA 2000 – FIXED AUTOMATIC SPEED CONTROL RADAR A new fixed automatic speed-control radar, MESTA 2000 features a very compact and aesthetic design. The new-generation MESTA 2000 is lighter and easier to integrate in any highway infrastructure, especially in urban and suburban environments. Designed to operate from high points, the MESTA 2200 version can be installed on pylons, bridges or signal gantries. RECORDING TRAFFIC VIOLATIONSWhether in fixed or mobile versions, the automatic radars in the MESTA family are based on the same technologies: nex-generation Doppler radar, digital colour camera and data storage. They can be used in two different ways:
MESTA 3000 – RED-LIGHT VIOLATION DETECTORAlready in service at several locations in France, this red-light violation detector system is extremely discreet and can be connected to a remote processing center using digital technology. AUTOMATIC LICENSE PLATE RECOGNITION SYSTEMThe Automatic Number Plate Recognition (ANPR) system is a multi-function tool based on the automatic and real-time recognition of license plate numbers. It can be used to identify stolen vehicles, monitor passengers at borders and toll stations, and manage traffic. It can be used as a fixed station, or vehicle mounted, in conjunction with local or central databases. AUTOMATED VIOLATION PROCESSING STATIONSCompatible with the MESTA 1000, 2000 and 3000 systems, these stations can process violations either in real-time or post-analysis.
