StarTraq provides a sophisticated document management and workflow system designed to automatically process output from speed and red-light cameras in Central Ticket Offices (CTO). A StarTraq system fully automates the issuing of fixed penalty notices in compliance with the Road Traffic Act. There are currently 13 police forces in England and Wales using StarTraq systems. Using unique electronic inboxes, at the touch of a button decision makers can qualify an offence immediately and StarTraq will automatically issue a conditional offer of prosecution in line with legal processes. SPEED AWARENESS COURSESIn compliance with national guidance, some offenders are automatically diverted onto speed awareness courses, utilising a StarTraq speed awareness module, which is in line with national objectives to educate drivers about the risks associated with driving at inappropriate and high speeds. Offenders who attend a speed awareness course avoid getting penalty points on their license, and the courses have a high take-up rate. Speed awareness offences are automatically suspended in a StarTraq system, but they will automatically revert to normal process if an offender fails to attend a course. Under national guidance, no offender can be offered a speed awareness course more than once in any three years. With StarTraq, no offence slips through the net and all reasonable checks are made to ensure an offender is eligible to attend the course. TRACKING REPEAT TRAFFIC LAW OFFENDERSAnother unique benefit of a StarTraq system is that it will enable the CTO to track repeating offenders by hour of day and day of week. Serial speeders and those who flout traffic law are easier to catch. This repeat offender tracking provides an intelligence led approach to enforcement which has led to the police targeting other crimes such as those who try to evade prosecution by using illegal number plates and bogus addresses.
