Definition:

Road User Charging (RUC) refers to a variety of methods for charging highway users, varied by both policy and technology. The technology is currently available in three areas, GPS or satellite, RFID or tag and beacon, and video detection. The policy factors driving such charging are numerous and these include congestion charging, road taxation and road tolling.
