Japanese Loan to Upgrade Philippine Roads

Philippines central bank, Bangko Sentral ng Pilipinas, has approved a $500m loan from the Japan International Cooperation Agency (JICA) to fund road projects in the country.

The proposed loan will fund the government's Road Upgrade and Preservation project, (RUPP) to be implemented by the Department of Public Works and Highways (DPWH), aimed at improving various national roads throughout the country.

RUPP includes pavement improvements of 1,400km of arterial national highway throughout the Philippines along with their repairs and maintenance.

The project is aimed at improving transportation capacity and efficiency of main trunk roads, and to ensure sustainability of roads and will complement other public infrastructure projects, majorly those under the government's public-private partnership (PPP) programme.

It will also lead to the improvement of road access in poor regions through pavement of unpaved national roads.

The funds will also be used for the procurement of equipment for disaster recovery and countermeasures against overloading and towards consulting service for design work, construction supervision and capacity building of the DPWH for road operation and maintenance.
