Leeds City Council in the UK has awarded a contract to Balfour Beatty for building the first two phases of the East Leeds Orbital Road (ELOR).

Previously, the contract was awarded to Carillion, which filed for insolvency earlier this year unable to deliver the work.

The preliminary highway works form a part of the larger East Leeds Extension (ELE) programme, including land development at Thorpe Park and Manston Lane Link Road.

Leeds City Council executive member for regeneration, transport and planning councillor Richard Lewis said: “The investment in ELOR will make for better, more efficient journeys and the new and improved roads will move and manage traffic away from existing residential areas.

“In the first two phases of ELOR, improvement works on multiple existing Leeds Outer Ring Road junctions will be carried out.”

“Not only this, but updated pedestrian and cycleway infrastructure and carefully designed landscaping and drainage are planned.

“This will make things better for cyclists and walkers, with our carefully considered landscape plans making a difference to areas at risk of flooding.”

He added that the ELE and ELOR projects will help in creating additional jobs and homes in addition to the transportation improvements in the region.

Lewis also stated: “I welcome the interest and responses we have seen to consultation and engagement, helping us ensure plans can reflect local needs and views.”

In the first two phases of ELOR, improvement works on multiple existing Leeds Outer Ring Road junctions will be carried out.

Work also includes designing the main ELOR. Construction of the road is expected to commence in this year, subject to statutory approvals and completion of land acquisition.

It is expected to be completed within 15 months.
