As part of an initiative to improve motorist safety, mobility, and regional transportation network connectivity in the Hampton Roads, Virginia area, Transdyn was selected to design, build, and maintain an Intelligent Transportation System (ITS) and Facilities Management SCADA System for the $1.45 billion Elizabeth River Tunnels Project.
Virginia Department of Transportation (VDOT) and Elizabeth River Crossings (ERC) have partnered to construct a new Midtown Tunnel, rehabilitate the existing Midtown and Downtown tunnels, and extend the Martin Luther King (MLK) Expressway. Building a new Midtown Tunnel and extending MLK will increase motorist capacity and allow for a more systematic flow of traffic, saving the average round-trip user about 30 minutes a day.
Transdyn will be responsible for designing, building, and maintaining the ITS and Facilities Management SCADA System located at both the primary Downtown Tunnel Control Center and the secondary Midtown Tunnel Control Center. The latest ITS technology will be used to enable management of the four tunnels, roadways and facilities from either of the Norfolk, Virginia control centers or concurrently from both.
Powered by fully redundant DYNAC servers, the new system will seamlessly integrate management of tunnel subsystems and devices such as emergency flow reversal gates, highway advisory radios, GIS based incident management, tunnel low point and storm water pump stations, tunnel jet fans, and tunnel environmental sensors. The new technology will also enable monitoring and control of CCTV cameras located throughout the roadway and tunnel facilities, dynamic message signs, vehicle detectors, lane control signals, reversible lane signals, and variable speed limit signs.
Transdyn will provide hardware, software, system design, procurement, integration, programming, testing, training, documentation, and maintenance services. ITS and SCADA control panels needed for all network and field equipment connectivity to the control centers will also be provided by Transdyn.

SKW Constructors, a partnership of Skanska USA Civil Southeast, Kiewit Construction Company and Weeks Marine, is serving as ERC’s construction team.
