Government agency Rijkswaterstaat is set to award the A16 motorway project in Rotterdam, the Netherlands, to De Groene Boog consortium.

The consortium, which comprises BESIX Group, Dura Vermeer Groep, Van Oord PPP, John Laing Investments, RebelValley and TBI PPP, will be responsible for designing, building and pre-financing the project.

Furthermore, the consortium will maintain the project for a period of 20 years.

Construction on the A16 motorway project is expected to start early next year, with completion slated during 2024.

The consortium’s tender, known as the Most Economically Advantageous Tender (MEAT), was selected by Rijkswaterstaat as it is believed to have offered good value for money.

The agency evaluated various tenders on criteria such as sustainability, risk management and nuisance reduction. Earlier this year, three different consortia submitted tenders for the project.

Following the provisional award, which was announced to candidates in March, the consortia that were not awarded the contract will have a 20-day period in which to object.

Rijkswaterstaat plans to construct a new motorway, the A16 Rotterdam, in a bid to improve access to the Rotterdam region.

Set to be located along the north-east periphery of Rotterdam, the motorway will link to the N471, Ankie Verbeek-Ohrlaan and Terbregseplein.

The route will cut through Lage Bergse Bos, where a semi-immersed tunnel is planned to be constructed. Extra noise-reducing asphalt will be used on the A16 road surface to avert noise pollution.

Rijkswaterstaat is responsible for the design, construction, management and maintenance of the main physical infrastructure in the Netherlands.
